Toni C. is a strategic and transformational leader with deep knowledge of the New York healthcare delivery system, managed care, and government programs, including MLTC, MAP,
PACE, Medicaid, and Medicare. She is skilled in navigating complex processes, business issues, and regulations. Toni’s unique perspective is derived from leadership experience with
health plans and providers as an SVP and former COO. Her strengths lie in leveraging her subject matter expertise to maximize revenue, reduce costs, and create infrastructures to achieve and sustain profitability. Toni has extensive experience with start up organizations and has created organizations – taking them from application to profitability.

She is uniquely a strategist, agent and an operator who is solution driven and who has mastered execution. Her
expertise lies in solving complex business problems, defining strategy, and developing and executing on initiatives to improve
quality, operations, and financial performance of health plans and provider organizations. Toni’s leadership skills have helped organizations achieve financial success, scale to profitability, and earn the highest quality ratings. She is an an empowering leader, and has mentored numerous professionals to advanced senior-level positions.

Toni provides strategic, start-up, operational, regulatory, and subject matter expertise on healthcare matters from both the managed care and provider viewpoints.She is fluent in New York State’s Value Based Payment Road Map, proposed 1115 Waiver, and she has particular knowledge and expertise in dual eligible populations having started several integrated Medicaid Medicare managed care plans and supported PACE organizations. 

Prior to this, Toni served as the Senior Vice President, Government Programs of EmblemHealth in New York, where she was the P&L owner for a $3B portfolio, overseeing its product
and growth strategy. Before joining Emblem, she was the COO at VillageCare in NYC,where she started the MLTC, FIDA and MAP plans, and oversaw the Skilled Nursing Facility, Assisted Living, Certified Home Care, AIDS Day Treatment program, and Health Home Care Management program.
